Yet it is the point where people and their citizen organizations most often are in contact with authorities, and the potential for partnerships is large. The large local level survey that the Global Network on Civil Society Organizations for Disaster Reduction (GNDR) -- 7000 interviews in 48 countries -- revealed that (the report is available at http://www.globalnetwork-dr.org/reports/VFLfullreport0609.pdf). Those of you who have been following the discussion on NATURAL-HAZARDS-DISASTERS@JISCMAIL.AC.UK
will know how many important questions about public finance, social protection, personal versus collective responsibility, and empowerment arise. (I attach a compilation so far of some of that discussion.)<br><br>Therefore I am writing to you now both to raise these same issues on RADIX and also to urge you to fill out the on-line survey on local government that has been distributed by UN-ISDR. As a follow-up to the International Conference <i>"Building a Local
Government Alliance for DRR"</i> held in Incheon, 11-13 August
2009, I am happy to share with you the final version of the "<u>Incheon
Declaration</u>". </font><font size="3"><br>
</font><font size="2" face="sans-serif"><br>
Building on the same Declaration, UNISDR has recently developed a <u>DRAFT
Strategy Outline for the 2010-2011 World Disaster Reduction Campaign</u>
(attached to this message). This document presents some of the proposed
focus areas for the Campaign, matched by concrete actions that could be
taken forward as part of the campaign process. The Strategy Outline will
be further discussed with partners and stakeholders, and finalised during
the coming weeks.</font><font size="3"> <br>
