As I am sure you will have seen, not long after the earthquake, the 
Chinese government promised an investigation into why so many school 
buildings collapsed. The UN Wire and NYT info suggests that Huang 
Qi's arrest indicates a change of policy on this issue, probably due 
to the up-tight pre-Olympics context. If you felt like it, would it 
be easier to suggest  reversal to an earlier policy  rather than to 
call for a change of mind ?
